Can we set a hard date on last possible time to have 24 active GMs?
I don't think anyone wants drift wood teams for next season. If we can't find 24 active GMs (log in at least once a week) by date _____ then I suggest we need to proceed with a contraction draft. We would need time to complete this before the start of the season. And to allow time to adjust salary cap ceiling. We also need time to decide the details on how the draft will work.
We need to plan this out as our Plan B incase we don't get 24 active GMs. I hope we don't have to use Plan B but we need to have it ready in our back pocket just in case.
Also consider the timing of the entry & waiver drafts. Do we want to have 24 GMs firmed up before hand? Or are we okay with auto-picks? If not, then we have to get moving on this back-up plan sooner rather than later.
The majority of drafts usually have at least one club - for whatever reason - that require picks made on their behalf. Whether it's a list sent in or absenteeism for one reason or another, it's prudent to presume that there will be a need for auto-picks. Consider having all 24 GMs firmly committed in intent as something distinct from actual attendance and the back-up plan simply becomes the failsafe on the day.

My suggestion for the back-up plan:
If we don't have 24 active GMs three weeks prior to the entry draft, then all the picks belonging to the GM-less teams are placed into the retraction draft. Thses picks are available to be taken (along with all the GM-less players/goalie/prospects) in the retraction draft.

Does this entail searching for possible replacements stops 3 weeks prior to the draft?

Ian - yes at some point we need to move forward with preparing for next season. I don't think we can go into the entry draft without 24 GMs.
You are right - not all GMs will be present and some will send in lists to pick from. But I am talking about GM-less teams. Those without a leader to direct them.

My suggestion for the retraction draft is:
All GM-less assets (players/goalies/prospects/picks) go into a pool. Seperate from the waiver draft. 3 weeks before the entry draft we hold a retraction draft. Reverse order regular season standings. NHL style non-snake to benefit weaker teams. 8-10 rounds. Not exactly sure. Depends on how many GM-less teams we have. Decide new salary cap inflation before the draft begins to adjust for less total IFFHL teams.
Just my idea - maybe others have a good back-up plan as well.

It's still good to have a back up plan.
We have no idea how these new GM's will pan out. Someone else may have to leave last minute so it's good to keep this just in case.
