Lots of discussion about the salary cap floor in the shout box so thought I would start a thread on the issue.
For the past couple of years I have been close to the cap ceiling and new that I had certain players due for a significant raise. I also new that the other owners could take advantage of me because of my situation. As an owner you have to try to make the best deal possible based on the current conditions (I would have loved to keep Byfuglien). I see that as no different then an owner being at the salary floor. If you are in that situation then you are at a disadvantage and will probably have to make a move or two that you will not like. The argument that I have been trying for a past while does not pass the BS test with me. Maybe no one was willing to deal with you and if that is the case, I think we have bigger problems in the league. In fact the closer you got to the start of the season, you were at a further disadvantage in dealing with fellow owners.
I am in another salary cap league where I am rebuilding and have to reach the salary floor. I have had to make trades to achieve this when in fact the trade does not help my rebuild. The other league is a 30 team league and much more difficult than this one.
We have rules in place for a reason and we should be sticking to them.

Agreed, there is a floor for a reason. Spending time away all summer to come back with little time before the season begins is no excuse to not reach the cap floor. It's really not hard to add shitty contracts if you put in minimal effort when most teams have garbage NHLers rotting in their minors. I gave away Stajan as a free throw in in a deal earlier this summer, I have Stoner wasting in my minors, these are guys with 3m+ cap hits that are virtually free to acquire.

I will take the penalty.
but, be warned, from now on, I will be ruling with a STRICT HAND
any rule being broken will be dealt with immediately.

2. after 21 day with no log in or reply to email : EXPULSION (unless you have posted that you'll be away)
If you know you are going to be away...post it in the away thread.
Also, MAKE SURE you check for messages from other GMs (and respond, at least, with a no thanks) AND VOTE on any Polls that may be active.

I think the purpose of the cap floor is to keep all 24 teams competitive. We don't need tankers for Dahlen.
Another thing is we have all summer to get our rosters in order, so there shouldn't have been any surprises. GMs under/over the cap can take advantage of high activity times over the summer like Entry and Waiver drafts to make a fair deal.
Overall, its a good rule to have but I also think we can be a little flexible as we are more of a FUN league (assuming everyone agrees fun definition lol).
Tough to penalize the rule. GMs usually get mad or quit when rules are too strict. Maybe something like below cap teams drop one draft spot in the entry draft for every week of uncompliancy. Teams above the cap lose one stat in a playoff match for every week they are over the cap.

The key difference is that we can bury cap in the minors during the off-season easily without making any trades to meet cap ceiling, same cannot be said about cap floor. We are our own unique league with our own community, culture and rule-sets, so have to be careful about simply saying so and so works elsewhere, so should work here. That said, do agree teams can make a bigger effort to acquire cap if needed - instead of simply saying you're looking for cap, make some specific PM offers and ask about certain players - take a more proactive approach rather than sitting back and waiting for others to come to you. And do think a drop in spot or two is a pretty big penalty. Particularly if a team just misses cap by a tad, so perhaps a more gradual tier based penalty system would be more reasonable if this is deemed required. And yes, believe we have been a bit more lax about rules around here because of the focus on the fun aspect of our league. Nothing kills fun more than ironclad rules that penalize GM's who may break such, even if unintentionally.
