Just wanted to clarify a rule with everyone to make sure we are all on the same page here. It was brought to my attention that we might not have been perfectly clear in the rules how to determine who will be in the minors for week 1 and how that is determined so I want to correct any misconceptions that might be floating around.
The intention of the 40 round draft was for teams to be able to draft 40 assets that they would own at the start of next season in October. GMs could use this draft to shape their team in any way they seem fit whether it be by drafting a majority of prospects or drafting aging veterans with a proven track record. The only rule that was to be enforced was teams must be able to dress 20-23 NHL players and be between the cap floor and ceiling and this rule was to be enforced week 1 allowing GMs to trade this offseason and submit their cap compliant 20-23 man roster for the start of the season.
In order to accomplish this goal there needed to be a way to send players to the minors without fear of losing them since it would be unfair to a GM who drafted a player in the 24th round of a 40 round draft to lose that player for nothing when they expected to own that asset. It would also give an advantage to teams that drafted young players and prospects who weren't eligible for waivers since they could then pick up on waivers other teams players that they drafted.
I wrongly assumed everyone was aware that the players they drafted would be theirs to own until the season started and they would then choose the 20-23 players for their active roster with the remaining players sent to minors. From this point forward anytime someone wants to send a player down they are subject to normal waiver rules, but the one time exception would be made for all GMs to allow for their drafted assets not to be claimed by other teams since that would completely defeat the point of drafting a player in the first place if you knew you would probably lose them on waivers.
Hopefully none of this is new to anyone and it is what GMs here assumed was going to happen, but I heard of a case where someone felt all waiver eligible players needed to clear waivers after the draft and people could claim them so I wanted to make sure everyone knew they wont be losing the players they chose to draft.
