1st - 27.8% 2nd - 21.2 3rd - 16.3 4th - 12.3 5th - 8.9 6th - 6.4 7th - 4.3 8th - 2.8
-ie. 5th place wins lottery, he moves up to first, the 4 above him all move down 1 spot, 6th, 7th, 8th remain the same
League Champ = Playoff Winner - moves down to last pick

Note: no first round picks for next season have been traded yet so the weighted lottery would not affect anyone for that reason.

when would the draft lottery happen? I don't need exact dates, just a generally idea: end of season? end of playoffs? right before draft?

why are we confusing the vote? you want a clear answer, asking 2 questions is the best way to get it. The discussion about entry draft rankings should be a different discussion entirely.
Why have the league champion get #24 but his opponent in the finals doesn't get #23? There is no benefit at all for the play-off champion (different from league champion imo) so why punish him because his team did well the final 4 weeks of the NHL season?

I like 2/B makes perfect sense to me.
This also should deter any team from "tanking" near the end of the season, which would help the integrity of the league.

Voted - B. Like the idea of weighted lottery and giving League champion pick #24. But now i confused myself with who/what the League champion (Regular season winner or playoffs winner?!) is..

is there at least something the winner of the league gets out of winning? in other leagues I am in a draft pick or two is customary. could also be cap space for the following year. in the NHL the team who wins the Stanley Cup at least gets all that play-off revenue.

OK. We have a majority.
The rule going forward with 2015 entry draft will be weighted lottery for the bottom 8 teams, league champ (playoff winner) will be 24th, and the remainder reverse order of regular season final standings.
