So, these are the choices:
1. If you are under the floor then the floor will be raised by 1M next season for each week you are not compliant.
If you are over the ceiling then the ceiling will be lowered by 1M next season for each week you are not compliant.
2. Drop 1 Spot per week (Post Lottery)
3. a graduated system: warning issued by League the Sunday previous to start of season. If not compliant by start of season the club drops two places in the third round for the first offence. This will be subsequently followed by two places in the second round for the second offence and two places in the first round for the third offence. If there is a fourth offence then a review of ownership should take place.
4. Floor = NHL Floor. Roster Submission Sunday previous to Start of Season. If not compliant by start of week 1, the offending teams drops 2 spots Round 3 the first week. If not compliant by week 2, then drops 2 spots in round 2. If not compliant by week 3, then drops 2 spots in round 1.
(Penalties would apply to soonest year the team has corresponding pick)
